This cash-only cafe isn’t much to look at, but come lunchtime—when you can get three entrées and a sharable soup for $18.95—tables become comically overcrowded with platters of Taiwanese specialties: shredded beef with longhorn peppers, a whole tilapia in black-bean sauce, or slices of short rib in black pepper. The special is enough for a few people—and you’ll probably still take home leftovers.
