This nine-day, multi-event gathering is like a socially conscious, politically engaged version of Miami’s Art Basel. That concept will translate into a wide variety of artistic endeavors, including a barge floating down the Potomac and Anacostia rivers that displays a Norman Rockwell–inspired art installation.
