Andrew P. Bakaj is the founding and managing partner of Compass Rose Legal Group, PLLC, a security clearance, federal employment, and national security law firm. The firm successfully represents clients both in the Washington, DC area as well as nationally. A former intelligence officer and criminal investigator, Mr. Bakaj brings a history of distinguished service to the firm. During his prior service with the U.S. Government, Mr. Bakaj developed the legal and investigative framework to protect whistleblowers who hold security clearances and/or work within the intelligence community. The program he developed became the model for what would eventually become Presidential Policy Directive 19 (PPD-19), Protecting Whistleblowers with Access to Classified Information, issued by President Barack Obama in 2012.

Respected by colleagues and peers alike, in 2020 the Metropolitan Washington Employment Lawyers Association named him “Lawyer of the Year”. Mr. Bakaj’s practice areas include (but are not limited to) security clearance representation, federal employment law (EEO/MSPB), and whistleblower representation.
