The reincarnation of Rogue States—Raynold Mendizabal’s burger joint, which he was forced to close last year when a nearby law firm sued because of grease fumes in its offices—is a replica of the original, save for the name. That means half-pound patties are char-grilled, served “pink” or “no pink,” and are available until 5 am. Mendizabal is also opening an outpost at 1931 14th Street, Northwest, by September.
