We waited outside Hello Cupcake (1351 Connecticut Ave., NW) in DC’s Dupont Circle to find out what downtown lunchers thought of their midday sweets. They filled us in on flavors like dulce de leche and carrot cake while showing off their nifty cupcake carriers.
