The newly installed head law-enforcement agent in the region’s wealthiest and fastest-growing county faces a multitude of challenges since ousting the 16-year incumbent in a 2011 election. After a career with the Drug Enforcement Administration, Michael Chapman confronts rising gang and drug problems in fast-urbanizing Loudoun County. In his first year, he sped up construction of a new county jail and strived to make the sheriff’s office more accessible to citizens.
