This former senior staffer on the House Financial Services Committee now heads MasterCard’s US government-affairs operation. Since joining the company in 2005, Foote has helped expand its DC office and political brand and has been promoted from director of federal affairs to head of all lobbying, including federal, state, and local efforts.

In the wake of passage of the Durbin Amendment in the final Dodd-Frank Wall Street reform bill, Foote has his hands full. The amendment—which Foote fought hard against last year— is aimed at lowering the fees merchants have to pay for accepting debit cards. Foote is now lobbying to get the amendment repealed.
